To authorized bodies

According to the decree of the Russian Government dated 23.11.2017 № 1418, the informational system of interaction provides cooperation between the Federal Service for Supervision of Communications, Information Technology and Mass Media and federal executive bodies which implement operative-search activity or provide security of the Russian Federation (hereinafter – authorized body), the aim of which is to obtain data on informational-telecommunication networks and informational resources, whereby the access is provided to informational resources and informational-telecommunication networks, the access to which is restricted in the territory of the Russian Federation (hereinafter – software-hardware appliances that provide access to informational resources and informational-telecommunication networks, the access to which is restricted).

In case of detection within informational-telecommunication network “Internet” (hereinafter – “Internet” network) of software-hardware appliances that provide access to informational resources and informational-telecommunication networks, the access to which is restricted, the officials of authorized body send data on software-hardware appliance that provide access to informational resources and informational-telecommunication networks, the access to which is restricted (hereinafter – appeal) to the Federal Service for Supervision of Communications, Information Technology and Mass Media by filling the form in a personal account on the official site of the Federal Service for Supervision of Communications, Information Technology and Mass Media.

At the request of the authorized body, the Federal Service for Supervision of Communications, Information Technology and Mass Media creates account for sending appeals on the official site and provides login name and password to it.

The request of the authorized body is sent to the Federal Service for Supervision of Communications, Information Technology and Mass Media by mail or by electronic document. The request sent by electronic document is signed by the enhanced qualified electronic signature of the head of the authorized body or his/her deputy.

The request contains the following data on the authorized body’s employee, for whom the creation of a personal account and provision of login name and password to it is needed:

a) surname, name, patronymic of the authorized body’s employee, who is provided with a personal account;
b) contacts of the authorized body’s employee (position, telephone number, email address);
c) network addresses, used by the authorized body for connection to the “Internet” network.

Creation of personal accounts, provision of login names and passwords, as well as their editing, is provided within 30 days from the receiving day of the authorized body’s request.

The authorized body receives the URL for accessing personal account after verification of all of the required data by personal message, which is sent to specified contacts.
