About the register

The Federal Law № 276-FZ of July 29, 2017 "On amending the Federal Law "On Information, Information Technologies and Protection of Information" came into legal force on the 1st of November 2017.

This law has amended the Federal Law № 149-FZ of July 27, 2006 "On Information, Information Technologies and Protection of Information" (hereinafter Federal Law № 149-FZ) with article 15.8, which identifies measures to cease the usage of information-telecommunication networks, information resources (site or page of site within “Internet” network, information system, software) which provide access to the information resources, information-telecommunication networks, the access to which is restricted in the territory of the Russian Federation according to the Federal Law № 149-FZ.

In accordance with article 15.8 of the Federal Law № 149-FZ, owners of software-hardware appliances that provide access to the information resources, information and telecommunications networks, the access to which is restricted, as well as operators of search engines that distribute advertisement intended for consumers located in the territory of the Russian Federation, are obliged to connect to the federal state information system of information resources and information-telecommunication networks, the access to which is restricted (hereinafter FSIS).

The management of the FSIS is conducted by Roskomnadzor within the framework of the established powers.
