The procedure for connecting and accessing the federal state information system

In accordance with Article 15.8 of Federal Law No. 149-FZ of July 27, 2006 "On Information, Information Technologies and Protection of Information", the obligation to connect to the federal state information system of information resources and information-telecommunication networks, the access to which is restricted (hereinafter FSIS), is assigned to:

  • owners of software-hardware appliances that provide access to the information resources, information and telecommunications networks, the access to which should be restricted according to the legislature of the Russian Federation;
  • operators of search engines that distribute advertisement intended for consumers located in the territory of the Russian Federation.

The access to FSIS provides an opportunity to obtain data about information resources and information-telecommunication networks, access to which is limited in the territory of the Russian Federation.

The application for connection to the FSIS is sent to the Federal Service for Supervision in the Communication, Information Technology and Mass Communications within 30 working days from the day of receiving the request of the Federal Service for Supervision in the Sphere of Communications, Information Technologies and Mass Communications about connection to the FSIS.

The application for connection to the FSIS can be sent electronically by filling out the electronic form (key) below and also by paper carrier.

If the application is submitted by paper carrier, the owner of software-hardware appliance or the operator of search engine is obliged to inform the Federal Service for Supervision in the Communication of Information Technologies about relevant application by e-mail 276-fz@rkn.gov.ru.
